Una pyme alemana busca socios con experiencia en soluciones de análisis automático de textos y software para humanidades digitales en un contexto multilingüe con el fin de presentar una propuesta al programa Horizonte 2020. El objetivo es desarrollar una estación de trabajo de software para el análisis de contenido relacionado con el terrorismo en internet que combine tecnologías de aprendizaje automático y extracción de datos. El diseño de la estación de trabajo se realizará conforme a las demandas de las agencias de orden público y se centrará en flujos de trabajo analíticos. A German SME is looking for partners in automated text analysis and software solutions for digital humanities in a multi-lingual context to submit a proposal for a H2020 project. The aim is the development of a software workstation which supports the analysis of terrorist-related content on the internet combining machine learning and data mining technologies. The design of the workstation will be created on the basis of demands of Law Enforcement Agencies and focus on their analytical workflow.
Description:
Due to the ease of publishing information on the Internet (websites, blogs, social networks, newsgroups, forums, etc.), terrorists increasingly exploit the Internet as a communication, intelligence, training, recruitment and propaganda tool.
In order to cope with the dangers involved in the use of Internet by global terrorist organizations and grassroots terrorist cells, more efficient and effective automated techniques are required.
Research should therefore develop and apply new and/or improved data and text and multimedia mining methods to detect, categorize, analyze, reason over, and summarize terrorist-generated content group information from several sources that supports same history, and isolate potential sources describing different ideas that could be intended to generate "disinformation" or fake evidences to distract Law Enforcement Agencies (LEAs) from real scenarios. Aside this, modes of finding sources of data, capturing and preserving data for forensic analysis, authenticating images and linking videos and conversely proving multimedia data falsification, should be investigated.
The company proposes to develop new methods for the analysis of terrorism related and terrorist generated content on the internet that can be applied by law enforcement and security agencies. These methods should be implemented using a software design that is based on the needs of analysts in order to reduce the risks of information overload.

Advantages and Innovations:
The outcome of the project should be:
1. A harmonized set of software tools for data mining and analysis of terrorism related and terrorist generated content combined in one workstation providing an intuitive operability including:
a) A data collection stage based on automatic archiving of selected internet content (archiving categories/baseline),
b) A text processing feature that enables the analyst to define and preprocess a relevant text corpus defined by the analyst. The preprocessing will focus on the identification of persons or groups of persons, events and places as well as on the reliability of the gathered information.
c) A mapping features that connects the data from the preprocessed text corpus to a geographical database
d) A time line feature that generates time lines for persons or groups of persons, events and places from the data from the preprocessed text corpus
2. A set of monitoring and analysis tools that semi-automatically augment analysts using machine learning technologies on the basis of the preprocessed text corpus
3. A standard for data exchange that allows to share partial results between analysts and facilitates team work and concurrent analyses
4. A study on the ethical and legal basis for gathering, storing and exchanging the sources for and the results of the analysis of terrorism related and terrorist generated content on the internet.
5. At least one use case presentation based on the specifications of a certain field of terrorism, taking into account the significant linguistic, ideological, cultural and gender aspects.

The outcome of the proposal is expected to lead to development from Technology Readiness Levels (TRL) 6 or above.
