A Greek-Maltese company is looking for additional partners in order to submit a proposal under H2020-CIP-01-2016-2017 topic. The aim of the project is to develop a critical infrastructure protection platform aimed to defend, and offer integrity of performance for, drinking water supply systems threatened by multiple hazards. The partners sought are water supply utilities that will utilise the innovative system to be developed in the context of the project and demonstrate its effectiveness.
Description:
The Greek-Maltese company is preparing a proposal to be submitted under the Horizon 2020 topic CIP-01-2016-2017: Prevention, detection, response and mitigation of the combination of physical and cyber threats to the critical infrastructure of Europe.

Proposals should focus on one of the following critical infrastructures: water systems, energy infrastructure (power plants and distribution), transport infrastructure and means of transportation, communication infrastructure, health services, financial services.

The aim of the H2020 topic is to cover: prevention, detection, response, and in case of failure, mitigation of consequences (including novel installation designs) over the life span of the infrastructure, with a view to achieving the security and resilience of all functions performed by the installations, and of neighbouring populations and the environment.

The Greek-Maltese company has expertise in the following sectors: aerospace, geoinformatics, environment and management. It has well-built links with foremost world technology organizations. The company delivers engineering, consulting, outsourcing, R-Y-D, training and state-of-technology products as geospatial database infrastructures and up-to-the-minute navigation and environmental technologies for aviation, geoinformatics, environment and management.

The aim of the project is to develop a critical defense infrastructure for water supply systems.

The proposed technology:

1. Focuses on drinking water supply critical infrastructure systems - as interrelated to energy, transport, communication, health - and financial infrastructures and services, whilst considering cascading effects on the environment and the population.

2. Considers: (1) physical and man-made threats (natural causes, human errors, terrorist attacks, other) and (2) cyber threats and incidents including systemic security items.

3. Covers the four phases of a CI´s (critical infrastructure) life cycle: (1) preparedness-prevention, (2) detection -Y- assessment, (3) mitigation -Y- recovery, and (4) post-event activities including business continuity.

4. Offers services via the commercial web-platform, entailing innovation methods and tools for decision making, whilst supporting the sharing of information with the utilities, the vicinity of the installations, the monitoring- and the rescue-teams and the public.

5. Considers supply and distribution of clean water to primary urban and industrial users, while additional secondary users are not neglected. It features a multi temporal resolution and assesses impacts linked to short, medium and long-term resolutions with a clear guidance in decision making for each term.

6. Employs state-of-the-art analyses of physical-cyber detection techniques, technologies, risk and mathematical methodologies (e.g. fault tree, Delphi, Input-Output). Applications are user-driven (domestic, industrial, commercial, agricultural etc), with all water supply components (i.e. conveyance, treatment, storage, distribution, control -Y- maintenance and billing) linked to sensitivity (high/low) and emergency situations.
The target is to develop an innovative, efficient and cost-effective system, with emphasis on protection of the public and involved professionals (e.g. security teams, rescue teams, etc.). The technology could be demonstrated in a number of facilities throughout Europe and will be followed by all components required for its successful and long-term application.

The consortium needs to be enriched with water supply utilities that will utilise the abovementioned system and demonstrate its effectiveness.
