Description:
Currently, there is a deep interest in the measurement of public transport service quality, which is a key factor for both users and public transport companies. Measuring time reliability, in terms of regularity and punctuality, is a major requirement for high and low frequency public transport routes. This measure has typically taken into consideration the viewpoint of public transport companies, while sometimes neglecting users.
To properly account for both perspectives, an Italian spin off, active in planning and management of public transport with information technology solutions, has developed a new method for the diagnosis of reliability. This new method performs fast Automatic Vehicle Location (AVL) data processing, integrates passenger patterns, derives the new measures and guarantees easy accessibility to results. Managers will be able to prioritize actions and/or give recommendations to improve the service.
While typical methods of bus operators are thought to work in data-poor environments, the new method developed by the company exploit the rich-data environments provided by AVL.
In particular, the company has developed a web platform, which is the entry point of a Decision Support System (DDS) composed of an environment designed for experts in the transit industry. The environment is designed to primarily handle Automatic Vehicle Location (AVL) raw data for measuring the level of service (LoS) of bus reliability - regularity and punctuality - at each bus stop and time period of a transit bus route.
The web portal is powered by a Java Open Source portal-like platform for building information, cloud, mobile and social enterprise-class solutions. It originally combines portal, web content management system (CMS) and framework capabilities. This innovative platform provides dashboards that support experts with significant and useful data. The items located on the dashboards include: 1) reliability table: a table shows for each stop of the route the percentage of passengers benefiting of well-performed service, using different colors; 2) reliability line chart: a multi-line chart showing one chart for each time period; the charts are distinguished through different colors and may be immediately compared; 3) mapper: an interface based on a well-known web mapping service application and technology; the map shows the path of a selected route direction.
The bus stops associated with the route are represented by different colors depending on the regularity and punctuality measures; the executive may interact with the map changing the time slot within the time period. Friendly control dashboards help performing an empirical diagnosis of performance of bus route reliability. Public transport managers can use the user-friendly representation and control rooms operators following buses in real time, to focus on where and when low regularity and punctuality measures are expected to occur. Moreover, this web Platform allows the public transport manager to investigate the causes of the delay and to select the most appropriate strategies to improve reliability.
Advantages and Innovations:
The innovative aspects of the web platform are:
i) to propose new and unifying reliability measurements at stops, which integrate headways between buses, bus arrival or departure time at stops and passenger patterns;
ii) to adapt and implement a method to evaluate regularity and punctuality issues mainly starting from data collected by Automatic Vehicle Location (AVL), considering passenger patterns and integrating AVL data and passenger patterns to provide the new measures;
iii) to build a Web tool specifically designed to support experts of public transport companies for evaluation of regularity and punctuality facets.
Compared with typical methods of bus operators that work in data-poor environments, this new method is thought to exploit the rich-data environments provided by Automatic Vehicle Location (AVL).
A crucial factor for the efficient management of the service (i.e. decisions based on data) is the ability to process data and quickly present results. The innovative web platform realised by this company allows a fast procedure able to process effectively AVL raw data, to present quickly results and to guarantee access to them everywhere, saving time and energy consumption.
