Civil participation safety network
Summary:
A Dutch consultancy company (integrator) offers the knowledge, methods and systems that enable the creation of civil participation in the field of public safety, in collaboration with municipalities, police and citizens. The CPSN (civil participation safety network) software is available "as is". The company is looking for potential partners that wish to attain similar technology for civil participation in their own country. The company is looking for a joint venture agreement.
Description:
The Dutch company is active in consultancy in the field of public safety. The CPSN ("citizens network") is a joint collective of citizens, municipality and police aiming to improve local security. The project has been developed in order to catch suspects in the act and finding lost persons and vehicles with assistance of citizens.

How it works
Citizens register for CPSN on the CPSN website by providing their name, address and telephone number. They are now able to receive CPSN messages regarding their neighbourhood. CPSN starts with an emergency call (for example a burglary or a missing person) to the police control-room. If it is possible to compose a distinctive description of the suspect or missing person, the police control-room activates the CPSN community by sending a text message or speech message. CPSN participants in the surrounding area of the case receive a message with a call to action to look for the suspect, missing person or vehicle. They contribute to the police what they see or have seen recently. The CPSN system enables participants to report directly to the police control-room. This enables to process real time information quickly. With the information given by the participant, the operator directs nearby police units to the missing or suspect person. All participants are informed about the results of the case.

Evolution
Throughout the years CPSN has been improved constantly. Since 2011 the CPSN messages are automatically transformed into short messages sent by RSS feed to social media. In 2013 the CPSN app was launched. This application uses the location of the smartphone user to relocate the CPSN cases which take place in the surrounding area of the user. In 2014 CPSN was extended with an e-mail service. Participants receive e-mails related to local security issues such as recently committed burglaries. The municipality can use the service to inform their citizens about local security issues.

The company is looking for potential partners who wish to attain similar technology for civil participation in their own country.
In a joint venture relationship the implementation of CPSN will be realized in the partner's country. The company will assist the partner with the implementation of the CPSN and the development of training and education. The partner company will organize the technical infrastructure for the client organization.
