SESAR-VLD-10-2016 - An Israeli civil entity, which is responsible for granting permits, certifications and licenses in the domain of RPAS (Remotely Piloted Aircraft Systems) licensing, is looking for partners to join a H2020 consortium, in the field of safe integration of drones into civil airspace. The Israeli UAS (Unmanned Aircraft Systems) industry is a global leader; therefore, the entity has much experience in that domain.
Description:
The Israeli civil authority has been established in 2005 for the goal of regulating civil aviation, in accordance to national law and to international standards and treaties. One of its general roles includes safety oversight and aviation development. The Israeli entity takes part in international initiatives and activities in the field of RPAS, such as in ICAO (the UN´s aviation agency), and JARUS (Joint authorities for rule making of unmanned systems).

The Israeli authority offers its expertise in the establishment of robust technical and operational requirements for granting flight permit for RPAS demonstration program, with an additional option of guiding an actual demo program towards securing authorization. Working with the Israeli entity on this matter has significant advantages as it has vast experience of granting permits and certifications to the industry.

Potential partners for collaboration could be from the public, private and academic / research sectors which deal with defining requirements and specifications for certifying and licensing of RPAS / Drones.

The Single European Sky ATM Research (SESAR) project was launched in 2004 as the technological pillar of the Single European Sky (SES). Its role is to define, develop and deploy what is needed to increase ATM performance and build Europe´s intelligent air transport system.
Established in 2007 as a public-private partnership, the SESAR Joint Undertaking (SESAR JU) is responsible for the modernisation of the European air traffic management (ATM) system by coordinating and concentrating all ATM relevant research and innovation efforts in the EU.

From the Call:
This topic aims at performing demonstration activities for identifying quick-win solutions enabling the safe integration of drones, in all kinds of airspace. Overall, these activities pursue a threefold goal:
1. To ascertain the fitness for purpose of those solutions in delivering the required services to the user community;
2. To contribute to and support the parallel prototype regulatory process for drones placed under the aegis of EASA;
3. To provide inputs to the concurrent standardisation processes both in the identification of perceived needs for standards.
Special emphasis is to be allocated to those applications perceived as the largest market segments within a maximum 5-8 year horizon or less, for example long-range surveying, light-load movement and long-endurance surveying, whose scope can be outlined as follows:
4. Long-range surveying covers the use of drones in the inspection of infrastructure such as oil, power and railway lines, or area surveillance for agricultural applications.
5. Light-load movement addresses the use of small drones at VLL for logistic services - e.g. the delivery of packages to the door-step.
6. Long-endurance surveying focuses on surveillance for extended periods of time, using larger drones, operating at low, medium and high altitudes.
