A Dutch company and foundation develops solutions for complex issues in education and the labor market. The company has years of experience in vision development, advice, project management, training -Y- coaching, instrument development, data analysis and research, related to learning and education. The mission of this company is to improve learning processes and ensure that all people have the opportunity to develop themselves now and in the future. The company does this together with their partners in education, government and businesses. Issues are tackled regarding flexible education, (teacher) professionalization in vocational education or a smooth transition from education to the labor market. The solutions presented often have great impact for the above mentioned partners regarding lifelong learning and development.
The company has a lot of knowledge and experience in learning and learning processes: how people learn, what knowledge and skills are needed for certain professions, and how you recognize and qualify this for a diploma.

Currently, the company mainly works in the education sector and wants to expand its market to the business community. Based on interviews with businesses, long term employability of employees and lifelong learning are major concerns for businesses.

In order to stimulate long term employability in this business segment, the company needs to measure the gap between i. the knowledge, personality traits and skills employees currently have and ii. the knowledge and skills that will be required in the future. This is called: the skills gap.
Furthermore, insight in future market conditions, vision, strategy and business models of this segment is of great importance and determines the knowledge and skills that will be required of employees in the future. By accomplishing this, the company will increase employability of the workforce and therefore the overall competitiveness of businesses.

Hence, the company is looking for a practical and concrete solution for measuring the skills gap as defined above. In principle this solution is sought in the field of a computer application, software or algorithms in combination of scientifically validated questionnaires and further data.

In addition, it is clear that the envisioned and required future knowledge and skills are influenced by all sorts of variables and parameters (macro and micro), such as: economics, market conditions, culture and global game changers but also vision and mission, new business models and strategy.
The company currently has insufficient insights into how these parameters affect this business segment and how they can be translated into the future knowledge and skills of the employees. It is for this reason that the foreseen IT-application should be intelligently designed and self-learning in order to include said variables.

The company is looking for partners to collaborate with and to develop an IT-based instrument to measure current and required knowledge, skills and personality traits and the skills gap, while taking into account the specific future circumstances of the organization where those employees work. In principle a license or technology agreement is foreseen. However, when serving the purpose also other agreements can be envisioned.

IT based solutions to measure current and required knowledge, skills and personality traits and the skills gap, while taking into account the specific future circumstances of the organization where those employees work.

Solutions that provide insights into how qualitative aspects such as the company culture, the growth and innovation strategy (and changing business models) of that company and the specific markets in which the company operates, interact with each other. For example, future scenarios or dashboards.

Solutions that provide insights into future jobs and the necessary knowledge and competences of those jobs.

Solutions based on assessments of employees´ knowledge, competences and personality traits. Solutions can be qualitative or quantitative in nature. E-learning platforms, online assessment tools or artificial intelligence systems aimed at recruitment and selection could be possible (partial) solutions here.

Solutions that integrate the above-mentioned partial solutions.

Furthermore, a change management approach is desired that ensures that the solutions offered are simultaneously interventions or contribute to employability and lifelong learning. A launching customer to co-create a solution and creative brainpower how to solve this problem.
