Un equipo que participa en un proyecto de contratación precomercial sobre observación de la Tierra, coordinado por un centro de investigación griego, busca compañías o investigadores con el fin de introducir aplicaciones que utilicen datos y servicios de observación terrestre en el sector marítimo. Las partes interesadas participarán en un concurso público. El presupuesto total para la contratación precomercial es de 2.769.106-Y-euro; (sin IVA). Se buscan soluciones desde la fase de concepto hasta la fase de prototipo disponible para demostración. El tipo de colaboración inicial se establecerá en el marco de un acuerdo de cooperación técnica. Si la solución alcanza un nivel aceptable, el objetivo final es alcanzar un acuerdo comercial con asistencia técnica.

Summary:
A PCP project of the H2020 is related to the marine earth observation. The project is now looking for offers from companies or researchers for introducing applications using earth observation data and services, applicable to marine. The interested parties should participate in a tender procedure. Then, the initial type of collaboration for the succeed solutions is the technical one. In the end, the commercially viable solutions will be contracted under commercial agreement.
Description:
A PCP (Pre-Commercial Procurement) project of the H2020 teams up a group of 5 maritime authorities, and a group of 4 scientific and technical organizations with significant experience in EO and maritime matters. The project is coordinated by a Greek research center.
Maritime awareness is a top priority for Europe. It is sought either in regards of maritime security, border control against irregular immigration and safety of navigation or in regards of the marine environment and climate change. Awareness is sought both for sea-basins of traditional interest like the Mediterranean and the Atlantic as well as for basins currently trending like the Arctic. Copernicus, the Union´s Earth observation (EO) and monitoring program produces a wealth of EO data and information that could serve as a basis to facilitate competent maritime Public Authorities (PAs) to carry-out their operations in a more efficient and effective way. To this end, the PCP aims at procuring the development of demand-driven EO-based services, adopted on open standards, bringing incremental or radical innovations in the field of maritime awareness and leveraging on the existing Copernicus Services and other products from the Copernicus portfolio.
The PCP invites all interested parties to present their offers to bridging innovative downstream earth observation and Copernicus enabled services for integrated maritime environment, surveillance and security. This will be done through a call for tenders. Participation in the tendering procedure is open on equal terms to all types of operators from any country, regardless of their geographic location, size or governance structure. Proposals may be submitted by a single entity or consortia. Total budget available for the PCP is 2.769.106-Y-euro; (VAT excluded)
The PCP aims at procuring the development of demand-driven EO-based services adopted on open standards, bringing incremental or radical innovations in the field of maritime awareness and leveraging on the existing Copernicus Services and other products from the Copernicus portfolio. The call for tenders focuses in two thematic areas (lots): a) Copernicus Marine Environment Monitoring and Climate Change (SATOCEAN) and b) Copernicus Security (SATSURVEILLANCE).
The expected outcome under SATOCEAN is to provide three downstream feature services:
- MARINE environmental status in hot spots
- Detection of fish farms threats
- Detection of vessels and icebergs in Arctic areas
The expected outcome under SATSURVEILLANCE is to provide two downstream feature services:
- Unusual or irregular activity monitoring around a critical infrastructure.
- Enhanced change detection for evidence of embarking or disembarking of irregular immigrants.
The PCP is looking for solutions ranging from concept stage to prototype available for demonstration. Various proposers are sought. The type of collaboration will be initially technical collaboration and later, if the solution reaches an acceptable level the procurement of it under commercial agreement with technical assistance.
Technical Specification or Expertise Sought:
a) Copernicus Marine Environment Monitoring and Climate Change (SATOCEAN)
Feature services will have to apply specific operation scenarios serving the needs of end-users (storing of historic data, data acquisition, data analysis etc.) and exploiting already developed data and services (e.g. Sentinel data, services and products), thus overcoming obstacles related to storing, searching, acquiring and processing of data.
The services proposed by the SATOCEAN service could employ a different set as long as it fits the challenge.
- Both radar and optical data and methods such as biophysical parameters estimation, unsupervised approaches, supervised and knowledge-based approaches, pixel-based and object oriented approaches, multivariate alteration detection, and approaches that deal with comparison between satellite images and in-situ measurements etc.
- Methods and models such as, classification, SAR (Synthetic Aperture Radar) signature analysis, two dimensional continuous wavelet technique, inversion algorithms, forecast models, gradient method model, fusion methods for in-situ and satellite data.
b) Copernicus Security (SATSURVEILLANCE)
Embedding a set of operational workflows including (data collection planning, data acquisition, data preparation, product interpretation and analysis, report production) exploiting Electro-Optical and SAR-satellite data and delivering value to end-users by facilitating outcomes hindering the complexity of image collection, acquisition, data preparation and automatizing some interpretation, analysis and production processes.
The services proposed by the SatSurveillance Service could employ a different set as long as it fits the challenge.
- Optical and multispectral methods include unsupervised approaches, supervised and knowledge-based approaches, pixel-based and object oriented approaches, multivariate alteration detection, hyperspectral approaches and approaches that deal with changes between optical images and existing vector data, man-made object recognition, crowdsourcing features extraction, etc.
- Radar methods include constant false-alarm rate detection, adaptive filtering, multi-channel segmentation, hybrid methods and coherent detection, edge detection and features extraction, incoherent change detection, and classification, radargrammetric digital modelling, SAR Signature analysis, etc.
It is worth mentioning that the employment of the technologies cited above is not mandatory, but to be considered as a reference for the technologies considered by the users as the most relevant for overcoming the operational obstacles present in the marine EO scenarios.

Partner sought

Type and Role of Partner Sought:
Research organizations or companies with geospatial and earth observation expertise can submit a proposal and, if they are awarded, contribute to the following phases of the project:

- PCP Phase 1: Solution design
- PCP Phase 2: Prototyping
- PCP Phase 3: Operational development and testing

In the beginning the interested parties should submit their offer. After the evaluation of the offer the solutions that will succeed will be further developed under a technical cooperation agreement. In case that the solution will be accepted, the type of collaboration will be the procurement of the solution under a commercial agreement with technical assistance.
